Oracle Database: Encryption key options updated for bare metal, virtual machine, and Exadata Cloud Service databases

When provisioning a new Oracle Database or a new virtual machine or bare metal DB system, the TDE wallet password parameter is now optional, and it is not used if you configure an Exadata Cloud Service database to use customer-managed keys with the OCI Vault service.
