MySQL simplified state management after maintenance events

MySQL Database Service now preserves the previous state of the DB System after a maintenance event. With this enhancement, if the DB System is in INACTIVE state when maintenance starts, it is left in the same state after the maintenance completes, so there aren't unexpected charges without the need to implement additional automation.
DB Systems that are in ACTIVE state before maintenance starts will return to the ACTIVE state when the maintenance completes, so the downtime is the lowest possible.
