Support for specifying the maximum size of HTTP headers accepted by load balancer listeners provisioned by Kubernetes Engine

When OCI Kubernetes Engine provisions a load balancer for a Kubernetes service of type LoadBalancer, you can now specify the maximum size of the HTTP header that is accepted by the load balancer's listeners.
