Identity and Access Management (IAM) Limits

On Compute Cloud@Customer, IAM services are provided by Oracle Cloud Infrastructure (OCI).

IAM resources are managed on the OCI side and synchronized to Compute Cloud@Customer. This is why the OCI tenancy limits apply.
